Incompetence

Attention turns to the wife and accomplice of “creepy Phil”, the deviant kidnapper of Jaycee Lee Dugard. After all, it was she who actually performed the physical act of overpowering the 11 year old child, and forcing her into the escape vehicle, according to Jaycee’s stepfather. She knew of the plan to kidnap and enslave this child, yet did nothing to assist in Jaycee’s liberation. There is also a frightening item of note. Jaycee was abducted in 1991, but “creepy Phil” was arrested for a parole violation in 1993. What was Nancy Perrido’s role as overseer during the time of his absence? I am sickened with each new discovery of this horrible episode in human history. This further speaks to the matter of leniency, for some, and harshness for others, under the law that does not distinguish between "some" or "others". The refusal of law enforcement to thoroughly scrutinize the property of this convicted kidnapper/rapist, and their insufficient investigation of complaints of neighbors illustrates a particular leniency offered to this deviant. This guy received every possible break that could have been offered him by Law Enforcement. The question is: why? Was it because he was a Caucasian member of a Caucasian network of folks who maintain a protective attitude towards each other? Did the authorities involved choose to overlook this, in their opinion, “lesser” threat to their community? Were they excessively worried about violating the rights of this deviant? Each missed opportunity to discover the crimes being committed must be investigated, to insure that such errors never occur again. Before looking for blame, we should search out the weaknesses in the law and in the procedures that allowed the continuation of Jaycee’s 18 year nightmare.
